Missouri gives veterans the same door that Michigan gives targeted counties: prior ownership simply stops being a question.
What the exemption covers
MHDC's First Place program is described throughout its manual as serving first-time homebuyers and qualified Veterans. The eligibility language spells out the consequence for co-borrowers too: a co-borrower must be a first-time homebuyer unless buying in a targeted area or they are a qualified Veteran.
So a veteran who owned a home five years ago, or last year, can use First Place. The three-pronged first-time test, including the Schedule A questions, does not apply.
What it does not cover
Everything else still applies, and it is worth being precise so nobody plans around a wider exemption than exists.

The income limits in particular still bind, and they are the constraint most likely to matter for a household with two incomes. The figures.
This is separate from a VA loan
Worth separating two things that share a word. The MHDC exemption is about who may use the state program. A VA loan is a loan product with its own entitlement rules and no down payment requirement where eligible.
They can meet: MHDC's programs run on agency products including VA. But a veteran using a VA loan with no down payment may find the calculation is about closing costs rather than down payment, and the MHDC assistance can be applied to both. Whether taking the assistance is worth the second lien and the cliff is the real question, and it is a numbers conversation. The cliff.
The thing to think hardest about
Military households move. Missouri has Fort Leonard Wood and Whiteman, and a household that expects a PCS inside five years should look at the forgiveness schedule with clear eyes, because nothing is forgiven before year five and the full 4% comes back on a sale.
That does not make the assistance wrong. Liquidity at closing has real value and a known repayment is a known repayment. It makes it a decision rather than free help. We would rather you made it with the schedule in front of you.
