This is the one place where Missouri is easier than its neighbours, and also the one most likely to be reported wrongly in both directions.
What MHDC actually says
Both operations manuals carry the same FAQ entry: does MHDC mandate a specific Homebuyer Education course be taken? MHDC does not have a guideline for this. Lenders are told to verify that their agency is adhering to any current master servicer guidelines, and that if the master servicer has none, lenders may adhere to their own internal agency guidelines.
Read that carefully, because there are two claims in it and only one is about MHDC.

Among its neighbours Missouri is the outlier. That is worth knowing if you have read a regional guide that flattened the four states together, which most do.
Should you take a course anyway?
Mike's view, and it is a view rather than a requirement: yes, if you are buying your first home and can spare an evening.
Not for the certificate. A good homebuyer education course spends its time on escrow, insurance, maintenance reserves and what to do when something expensive breaks, and those are the topics that decide whether year two of ownership is comfortable or tight. The clients who took it seriously ask sharper questions six months in. That is an observation from originating these loans, not a sales line.
And there is a practical argument too. If the servicer turns out to require one, you already have it, and it did not become the reason a closing date moved.
Where the real gates are in Missouri
Since education is not one of them at the MHDC level, the things that actually decide a Missouri file are worth restating: the income limit for your area and program, the 640 minimum credit score, the purchase price cap, the flood zone, and the first-time test if you are on First Place.
